That sounds quite useful. I am wondering though, if the scope is a bit too wide, i.e. if there is really no exisiting library you can use. E.g. the Istanbul tool uses GStreamer, or maybe a new frontend for recordmydesktop. If those are not an option then the proposal should probably contain a short explanation why not.
