That would be the first and most important step.

I would propose to at least archive the Qt 5 only frameworks,
if we ever need to do a hard security fix we can unarchive one at demand,
that is one click in the GitLab UI.

That will ensure they vanish from the active project lists to avoid any 
confusion.

And I think it would make sense to do the same with inactive (as unmaintained 
and rotting)
Qt 5 only stuff.
