Hi,
FOSSqca shouldn't provide /opt/foss/qt4, as it is already there by FOSSqt(?)
Because of this, the package is not automatically installed during the build
process:

The following files are already installed on the system and are being
used by another package:
* /opt/foss/qt4 <attribute change only>
* - conflict with a file which does not belong to any package.
Installation of <FOSSqca> was suspended (administration).
No changes were made to the system.

I guess
%dir %attr (0755, root, bin) %{_foss_prefixQT4}
should be moved to FOSSqt.spec instead
