Yes, this is a mismatch that occurs sometimes. Since the specfiles list 
*files* explicitly and not necessarily all the directories, we sometimes hit
dirs with the default permissions that are set differently in other packages.

In this case, the fix is to add the directory to the plist of the first 
package to create the directory, with explicit attributes just like they show 
up in the later specfiles.

Just add the single %dir line again, or look up where you fixed it previously.
