Yesterday I made the entity partman "<application>KDE Partition 
Manager</application>" translatable by moving it to en/user.entities. 
This was requested by the translators and their coordinator.

For me their is no difference between "KDE Partition Manager" and "K Desktop 
Environment" regarding translation.

I'm pretty shure the german team will not use this entity, if its 
untranslatable.

But please ask our translators on kde-i18n-doc at kde.org.
