We got a bug report about exactly that in openSUSE: https://bugzilla.opensuse.org/show_bug.cgi?id=1157921 Creating the symlink firewall-applet-shields_up -> firewall-applet fixes it, so it's probably a bug in the icon loader when doing the fallback...
