I am not opposed but I think just the new ones would be sufficient.
If one is interested in the proceedings of a specific request it is easy 
enough to add oneselves as a reviewer.

It also makes the "new" notification stand out since it is the one being 
delivered to the list while the following ones are delivered to each reviewer 
directly.

I think it is also important to consider that Gerrit allows each user to setup 
their own notifications in a quite flexible way.

I.e. a framework maintainer could always get all noitifications for their 
framework.
The notifications sent to the list would primarly serve as a provider of 
activitiy overview and new frameworks becoming available.
