Perhaps because old Ubuntu releases without systemd are still available and maybe it's even not part of the Ubuntu live media that use systemd, since systemd is split into tons of packages. If using a live media instead of recovery mode, you might need to follow the chroot instructions provided by the link, assuming systemd-nspawn shouldn't be included to the live media.
