I think this is fixed with using kdelibs from branches/newssl, I haven't seen
the timeouts there.
TCPSlaveBase in kdelibs is very broken at the moment, but fixed in the newssl
branch.
If you can still reproduce with the newssl branch (or with kdelibs when the
newssl branch gets merged), then please reopen this report.
