Kontact and the other KDE PIM applications are released together with other KDE applications whenever there is a KDE release. So your wish item could have also been closed as "RESOLVED" "FIXED" because it has already been that way. If a distribution update somehow managed to remove Kontact or install an incompatible version, it could have been a problem with the packages or with the package manager.
