Sorry, I misunderstood your original post; I thought you said that you setup 
multiple Kea servers and wanted clients to get addresses from each of them, 
rather than having a single server with multiple subnets on the same interface. 
I apologize for that.

In any case, the result you desire will require support from both Kea and the 
client; Kea will need offer multiple address options, and the client will need 
to accept more than one of them.

Also, I am not a Kea developer: this is the 'kea-users' list, and its 
membership is a wide variety of people. If you need an absolutely unambiguous 
answer from the Kea developers, then you will likely need to contact ISC about 
getting a support contract for Kea. All of the public Kea communication 
channels (the mailing lists and the issue tracker) are open to everyone, not 
just the Kea developers, for discussion and comment.
