Hi

We've set up Kea (2.4.0) running as non-root on RHEL 8.9  and have changed 
ownership on relevant directories.
Somehow ownership for /var/run/kea is being changed from non-root user to root 
during a reboot.
As a result none of the services kea-ctrl-agent.service, kea-dhcp4.service will 
start at bootup but terminates with "Unable to use interprocess sync lockfile 
(Permission denied): /var/run/kea/logger_"

Any suggestions to why /var/run/kea changes ownership during boot?
