As an aside, people who go down that path (frequent config reloads) often end up regretting it eventually. A full config reload is expensive. At a minimum, it interrupts service briefly while the configs are swapped around. If you are running HA, it interrupts service while the HA resync happens. Those interruptions eventually become unacceptable, and often at inconvenient times.

It's usually a better idea to have your provisioning system (or whatever is leading to your reloads) submit changes to Kea using the API. That is very low impact and zero service interruption.
