I'll look at it on a clean checkout tonight. In the meantime, can you please make sure (I know this is like grasping for straws, but couldn't hurt) that your keel-build and the build.xml-s for all the Keel modules you use are up to date and try one more time? Also, if you have run completeinstall once (when the struts.war was not created), can you try doing an "ant assemble-deploy"? If that fails, then it is almost certain that the build files aren't up to date.

It was actually the "completeinstall" target that I ran. To save bandwidth, I only pasted about the last 20 lines from the build run.
