Steve:

Just run model.do?model=createdb manually. There are two ways to make a menu not 
appear: either use configuration for the menu (put a <groups> sub-element and list the 
groups that can see it), or simply secure the models on the menu. The Keel menu uses 
the former, not the latter - and the createdb model is not in fact secured, so you can 
still run it - you just can't pick it off the menu.

Thus was created the first chicken.....
