Title:
  ipmmu-vmsa driver breaks arm64 boots

Status in linux package in Ubuntu:
  Fix Committed

Bug description:
The ipmmu-vmsa driver is causing a number of arm64 systems to fail to
  boot:

    https://patchwork.kernel.org/patch/9956449/

Until a patch is available for that upstream, I think we should just
  disable this driver on arm64.
