Did you try just copying the URL and accessing it from a different laptop? Alternately, you could, on the failing system run this:
ubuntu-bug --save=~/1967848-apport-logs linux which will create a new bug report log file (there's, unfortunately, no way to use apport-collect and NOT submit from the machine itself).
