You say that "Using apt-cache policy pkgname does not work in terminal" but which package name did you use?
Comment #1 implies that for your bug report needs to be sent to the developers that can assess and possibly fix your bug so this issue needs to be filed against a specific package. I think that this might be a hardware issue for which 'linux' is the appropriate package. Nothing, when trying to paste with 'ctrl+v' it simple input a 'v' Went through several iterations of clearing shortcuts, local pointers, reset keyboard language layouts, and iBus/None in language. Nothing has worked up to this point so reporting a bug as a last attempt to fix the issue. Only option not done yet is reinstalling Ubuntu but won't do that until school semester is over (final exams complete).
