Control key not working in Ubuntu 22.04.1

Bug description:
Upon research into several posted solutions the issue remains.
1.Ubuntu 22.04.1 LTS and GNOME tweaks 42.5 installed
2. Using apt-cache policy pkgname does not work in terminal
3. Left and right control (ctrl) buttons are not working on my Thinkpad t580
for anything (copy, paste, quit, etc)
4. Nothing, when trying to paste with 'ctrl+v' it simple input a 'v'
Went through several iterations of clearing shortcuts, local pointers,
reset keyboard language layouts, and iBus/None in language. Nothing
has worked up to this point so reporting a bug as a last attempt to
fix the issue. Only option not done yet is reinstalling Ubuntu but
won't do that until school semester is over (final exams complete).
