Title:
  LRM: support LRM-only install with kernel snaps and network boot

Status in linux package in Ubuntu:
  Expired

Bug description:
  When doing ephemeral network boot, for example with MAAS.

  And when creating kernel snaps.

  It can be desirable to install LRM kernel drivers, without installing
  any other userspace.

  For example:

  * In case of MAAS network boot, vmlinuz is booted over the network,
  modules are provided in the initrd, and copied into /lib/modules in
  the tpmfs. But the actual packages linux-image-ABI / linux-modules-ABI
  are not installed

  * On Hybrid & FDE systems - whilst linux-modules-ABI may be installed,
  linux-image-ABI are not installed.

  * In case of kernel snaps, they stage -uc signed kernel.efi images and
  do not use or care about having linux-image-ABI packages.

  All of the above scenarios are usable with LRM NVIDIA kernel modules,
  and at times even without any userspace dependencies, as those are
  provided externally. For example nvidia-assemble snap provides
  binutils.

  Adapt LRM to support using NVIDIA kernel drives without linux-image-
  ABI installed as a .deb, which currently is often needlessly pulled
  in.
