Sun seem to think it's illegal (what a joke!). At least that's what this
article appears to say:

Basically, the court said Microsoft has the right to distribute an
independently developed software that does not comply with Sun's Java
compatibility requirements. Down in the last paragraph, a Sun
spokesperson says:
"That's Sun intellectual property. And the judge has been very clear
about that, that if Microsoft uses the specs or uses the documentation,
it is not an independent work, or if Microsoft purchases something from
a third party that had used the documentation or the specs, it's not an
independent work."
Pfff...
