Yea, that's the problem. For dracut < 102, 'systemd-cryptsetup' module is non-
existent so the change is not needed and in fact, if we ask dracut to include
a module it doesn't know about, it will fail.
I don't think dracut supports conditionals in the conf. We can, of course,
convert to ".conf.template" and do conditional conf generation from the
kernel.spec but I was hoping we're not there yet)
Any particular problem caused by bumping dracut version requirement? The
change doesn't need to be backported to e.g. older Fedoras.
