I'm not (kernel 2.6.18, before all that tick update, even). Those variations happen on other systems as well, like FreeBSD. So I think they probably have a reasonable explation, I just can't figure it out what happens. >From what I'm reading here on the code the only place where the account_* functions are called is in: account_process_tick (kernel/timer.c:953). So, what I'd expect to happen is that after each tick the kernel would look what's going on and it would increment the cpustat->whatever by one jiffy (which seems to be the smallest unit it can account for). So I'd expect that tick to happen a fixed number of times each second.
