Are you sure you understand UNIX precedence right?
If you call some shell script instead of pcbnew in your example and this script
define its own variable ENV_VAR with value "something_2", this local variable
takes precedence over global ENV_VAR and over ENV_VAR with value "something"
supplied in command line.
