Yes, you add a pad and set the drill size. The pad must be wider than the drill hole. Of course if you don't want the pad on the component side you can just exclude by unchecking the option on the right of the pad properties page. Same is true for copper. Of course, if you uncheck both.....whoops, we are left with a hole with no pads ;-)
