I tried to find some rules, but it seems there simply aren't any. Eg.
at http://www.ti.com/sc/docs/psheets/type/htqfp.html is a list of
"HTQFP" packages. They are all of same height, but the pitch ranges
from 0.4 to 0.8mm. Another list at
http://www.standardics.nxp.com/packaging/package.outlines/#pqfp shows
that height (of PQFP) may also differ...
