Hi, I know that in EESchema, you have such an option in the menu item Preferences>Colors.
But I don't know of any background color option in PCBNew. Actually I find that having a dark background is easier on the eyes, especially if you are going to stare at the screen for hours, and so do many of my staff at work. I even changed the default white background in EESchema to black, for this reason. However, I believe that this should be a straightforward feature to implement, so perhaps we will see it implemented in some future version if enough people request for it.
