What do you mean by a ratsnest not connected to anything? If there is a
line then it must be connected to something.

PCBNEW will NOT allow you to route a track if that routing clashes with
the clearance of other tracks (I've fallen into that trap several times) 
This gives the impression that PCBNEW will not allow a particular
ratsnest line to be connected. 

If the ratsnest is connected to pins that
you don't want connected at all, then place a NC (no connection)  marker
on that device in eeschema
