The 78xx and the LED work fine, I've used them myself many times. The 4th pad on the 78xx is under the tab, and is not actually used, it's there to prevent tracks being routed near to where you would bolt the regulator down. (I have deleted this pad o some of my ccts)
If you want, send me your files and I'll see if I can spot what you are doing wrong. It will be simple, but as always it takes a little practise to get the hang of thins.
