According to the survey, released late last week, West Java was the worst of 23 provinces with 18.3 percent of the 387 complaints, with West Nusa Tenggara next worst, followed by South Kalimantan, West Sumatra and Bali. Last year, West Java, for which Governor Ahmad Heryawan plans to begin providing free education this year, also registered the most complaints of irregularities. “The irregularities in student admissions, mostly found in West Java, are related to nepotism and illegal levies,” Budi Santoso, the commissioner of the Indonesian Ombudsman, said on Thursday. He added that the nepotism included local officials requesting that their children be accepted as students even though their scores were substandard. The practice, he said, could be found in almost all parts of West Java. The commission found that the practice of nepotism had become a national problem as it occurred in all the provinces surveyed, including Yogyakarta, South Sulawesi, Bali and East Java. Budi cited Bantul in Yogyakarta where many local officials’ memos could be seen on headmasters’ desks. The memos were filled with requests from the officials to the school committee to accept their children despite bad scores or failure to meet requirements to register as students. Budi said that some school committees or local education agency staff felt that they were obliged to grant the requests. “Some of them are afraid and reluctant to refuse,” he said. Illegal registration charges are also frequently found throughout the country. The survey illegal charges in 20 provinces, including South Sulawesi, East Java, Bali and West Kalimantan. “Besides nepotism, the practice of illegal charges is one of the main problems with the admission of new students, “Budi said. He added that the survey revealed that most parents reported that school admission committees asked for illegal fees. Government Regulation No. 17/2010 on the implementation and management of education, mandates the establishment of school committees as independent boards, represented by school officials, which function as a bridge between the public and the government. The school committee consists of people from various backgrounds, such as parents, community leaders, education experts, school staff and students. Education experts have expressed concern over the corrupt practices among education officials and practitioners this year. “The existing illegal charges and nepotism in student admissions reflect the lack of attention paid by local government to education,” Darmaningtyas, one of the experts said in reference to the irregularities in West Java.
