Perhaps the developers already learned their lesson :). It's very typical for novice and new web designers to use what they think as "cool" effects. But as designers _mature_ they start to go for standards-compliant coding and developing, liquid CSS layout, less tables, less animation/flash, less applets, more and more relevant content.
Web 2.0 is not really about glitzy design. Web 2.0 is about more dynamism and interactivity on the web page. This means more content is available to the user, and lesser page refresh/redraws.
