A big no. They still rely on "consultants", most of them are connected with
"big wig" consulting outfits that in all likelihood are also either gold or
platinum partners of M$ Phils. High percentage that these "consultants" will
be able to influence decision makers if ever they will decide to have a
standard document format for mainstream agency use.

According to my experience working for a reseller, a high percentage of the
LGUs, NGOs, and Gov agencies request for quote and purchase M$ products.
Why? Out of the 50 people I talked to regarding their chosen solution, 30
answered its what their consultants recommended them, 12 answered that they
are not familiar with OpenOffice and other opensource apps (linux included)
and they dont have the skills to deal with a new platform (locked in), 8
simply are hardline M$ users.

My petty interview says big regarding the influence of consultants.
