That's half true. Web 2.0 is a marketing strategy. Those technologies are hyped because they are the next "new" thing, especially AJAX.
How do you make a website? Simple, you learn :) It's the only way to start. If you have the drive and the thirst for knowledge, you're on your way ;) Oh, and I still use the simple stuff (barebones PHP, open source software, notepad :P). I have yet to try all those new technologies that these guys here mentioned hehe. Peace.
