and you forgot to copy the  usual vimrc file to the chroot/jail.

   :set nocompatible


fwiw, i stopped using jails 5 years ago.  it is not worth the effort, imnsho.

if you want security, fix the program & strengthen authority.
if you want testing, use a virtual machine, or better yet, use another machine.
