On current master and 3.4.3 there is something that happens quite often:
I open Koha and see english strings but the language chooser shows that German
is selected. After I change to English and back to German, all is normal.
In my browser German is the preferred langauge. The only activated languages
for staff and OPAC are German and English. Those are also the only 2 languages
available.
