So, I don't think (1) is an issue, except that perhaps the less and corresponding css change shouldn't be obsoleted? CommasWithLinebreaks is EXACTLY what it can be used for. With the appropriate CSS, Linebreaks between the items can be forced. I don't think the name is so far off what it actually is intended to do. So, I don't see an issue with (2). However, you rightly point out (3) is inconsistent.
