Addressing this question, it is my feeling that overwhelming new users with the entire list of options for the circulation rule is unnecessary in the onboarding process. The goal of the tool is to get a brand new user of of an essentially empty Koha to a working, circulating Koha the first time they log in. A brand new user will not know what an on-site checkout is, or if/how they want to set up fines. If you think about your most basic user, that person wants to log in, add a book, and then circulate it straight away, just to know that Koha is working. They will be delighted when it all works straight away, instead of binning the software as unusable or too hard. The rules are editable in the Circulation and fines rules interface, additional values can be added later. I'm opposed to adding more fields to the onboarding rule creation. I want people to get through the installer in 5 minutes with as little friction as possible.
