When Independant Branches is set to "Prevent" staff (but not superlibrarians)
from modifying objects (holds, items, patrons, etc.) belonging to other
libraries, superlibrarians are ALSO prevented from modifying objects
(holds/items).
While this might not represent a standard workflow anyway, it's still worth
noting.
