We do this because SMS and phone cost per use. It doesn't make sense to for us to allow all formats. If we could prioritize use, then we wouldn't have to limit, although we also force digests for sms and phone. I feel like the community could use a good community discussion/survey on use, especially with sms and phone widening the options. I could see priority vs any/all as good options in setup.
