On one hand, the title is "Show groups/categories of reports to authorized staff", which implies that the change is just a visual/organisational one. On the other hand, on the /cgi-bin/koha/reports/guided_reports.pl page, the hint for "Library limitation" says "Limits the use of this report to the selected libraries.", which implies that the change is restricting usage of reports based on some kind of library setting. In practice, the change appears to only be visual/organisational, since you can bypass "Library limitation" by changing the "id" URL parameter. In my test, I can only see report #2, so I run report #2, but then I am curious about report #1, so I change the URL and now I'm running a report that I'm not supposed to be able to see. It's not 100% clear to me at this stage if that's a bug or a feature.
