The acquisitions log's 'Create an order' line isn't recorded when orders are
created via a staged file. For at least some other order types (including
orders created from an existing record and from a new empty record; I have not
tested all of the remaining methods), the log notes when the order was created,
but it does not do so for orders via staged file. The inconsistent behavior
makes troubleshooting difficult.
