Thinking about it again... if we've overridden a hold exception to allow an item-level hold, then we probably could honour it, since the placer probably had their reasons. But if the overridden hold exception is for a bib-level hold, then it *might* still make sense to respect hold policy, because we don't know why the hold raised the exception.
