As bug 20955 notes, currently there's no way to know if a hold was placed by
using a hold policy override in the staff interface.
Going forward, we should record that information, so that we can then make
decisions about how to handle that hold in the future.
For instance, when trapping the hold, we can warn the staff user that the hold
was made using a hold policy override, so it might need special handling.
