I'm normally all for a gentle introduction of change, but with SysV having
(very) recently gone the way of the dodo upstream, I think pushing new installs
to default to SystemD is an important decision we need to make _now_, and fix
up over the cycle period ahead.

To facilitate this, I've gotten together a server here at Open Fifth with
_make-koha-debs_ and _nuke-all-of-koha_ scripts on the system's PATH. We'll be
focused on this bug over the next few weeks, so we can make it happen.

What is to happen to upgraded systems, I am more open toward. I do think,
though, that in Docker, we really should start contemplating a switch to either
s6 or tini as the tooling of choice for service initialisation and management.
