Currently the holds_reminder cron is based on the date the hold was triggered,
with a $days flag to specify how many days after the hold is triggered the
notice should go out.
Could holds_reminder use logic based on the hold expiration date? This would
allow libraries to send notices x days before the hold will expire/be put back
into circulation. This adds flexibility for libraries that have different hold
pickup periods for different materials.
