When HoldFeeMode is set to "only if all items are checked out and the record
has at least one hold already," the staff interface displays a message that the
patron will be charged the hold fee if all items are checked out OR the record
has at least one hold. It only charges the fee if both are true, but it shows
the message if either is true.
