The Access Method is entirely optional and must be explicitly requested. Since this is currently not implemented in Koha at all, as there is no way to specify the required URL parameter, this does not pose a problem for COUNTER API harvesting. It would only become an issue for manually uploaded files containing this data. We also asked in the Mattermost ERM channel whether there are any Koha users who make use of the manual file upload feature.
