I am getting the same problem:
When I tried to install Koha 3.2.5 on ubuntu 9.04 and I got the following
message in first line after executing the perl Makefile.PL command:
unable to locate Koha configuration file koha-conf.xml at
/build/koha-3.2.5/C4/Context.pm line 307.
some help?
