Thank you for the mail. I think the 2/week frequency may or may not work. Kind 
of "if the first publication day in the year is Tuesday - it will work", "if 
the first publication day in the year is Friday - it will not work" (or vice 
versa).

After my first mail I searched the archive and I came across this

Bug 17656 - Irregularities in serial prediction pattern are planned only for 
current subscription

It seems to me that the fix to it should solve this kind of problems. Then it 
should be possible to mark every day in the first week publish/not-publish and 
then to extend this to the end of the year. If I understood this bug correctly.

But the last comment there is dated 2018-01-17 and I am wondering may one 
expect the fix to be released any time soon?

to my knowledge:

A. Should be possible using a 2/week frequency and the first issue 
publication date being Tuesday or Friday.

B. I am not sure if you can use eceptions here, but I think you can't 
account for public holiday, so you'd have to 'delete' those issues at least.
