I've noticed this in the past too. I always tell administrators to
choose EITHER
* finesMode set to "Calculate and charge", with fines.pl set to run
nightly, OR
* CalculateFinesOnReturn set to "Do"
Both turned on always gave me trouble. I thought it was meant to be a
choice between calculating fines nightly with the cron or calculate on
return.
